RE:      Request for authorization to increase by $2,025, from $109,300 to $111,325, the 2010 contract with Goodwill Industries of Southeastern Wisconsin, Inc., to provide Shopping and Errand Services originally authorized under File No. 10-34 (a) (a)

I respectfully request that the attached resolution be scheduled for consideration by the Committee on Health and Human Needs at its meeting on March 9, 2011.

The attached resolution authorizes the Director, Department on Aging, to increase by $2,025, from $109,300 to $111,325, the 2010 contract with Goodwill Industries of Southeastern Wisconsin, Inc., to provide Shopping and Errand Services originally authorized under File No. 10-34 (a) (a).  The Shopping and Errand Services program assists homebound elders not Family Care eligible.

The Department awards funds to provider agencies based on the availability of federal, state, and local funds, usage by older persons of programs and services, and allowable costs.  When funds become available, the Department seeks to use those funds to partially or fully reimburse vendors for the services they actually provide.  In December 2010, the County Board authorized an increase of $22,000, from $87,300 to $109,300, in support of the Shopping and Errand Services program.  That amount proved to be too low, and the attached resolution increases the award to $111,325 to fully reimburse the vendor.

The proposed increase comes from the Department's Older Americans Act allocation provided through the 2010 State/County contract between Milwaukee County and the Wisconsin Department of Health Services.
