Issue

Chapter 17.085 of the Milwaukee County Code of General Ordinances requires that an extension of temporary assignment beyond 180 days be approved by the Milwaukee County Board of Supervisors.

The Department of Human Resources is requesting adoption of a resolution approving a TAHC extension for Ms. Lisa Ruiz Garcia to continue to serve as Interim Employee Relations Director of the Department of Human Resources until a permanent appointment is made or March 31, 2021, whichever is first.

Background

Lisa Ruiz Garcia was temporarily assigned into the position of Interim Employee Relations Director upon the promotion of Margo Franklin to Chief Human Resources Officer (CHRO). This position oversees the HR Business Partners team. The HR Business Partners provide day-to-day HR assistance to all departments in Milwaukee County. This position is also the only HR position that handles the collective bargaining with all Milwaukee County Unions. It requires a knowledgeable and strong leader to be able to navigate this role for Milwaukee County.

The CHRO is hopeful to have this position filled soon. Until the position is filled, it is necessary to have a qualified, capable and knowledgeable person in this position. Ms. Ruiz Garcia has provided invaluable service to the County while in this role.

Requested Action

Please refer the attached resolution and fiscal note, together with this report for approval to extend the TAHC of Ms. Ruiz Garcia until a permanent director has been appointed or March 31, 2021, whichever is first.
