Issue/Background

As a follow up to the Interim Director of Health & Human Services’ October 2010 report reflecting the number of Psychiatry and Physician Positions employed at the BHD, Budgeted Capacity, and Salary Comparison versus the Midwest Industry, Supervisor Borkowski requested that the DHHS, with the assistance of DHR, review each and every job classification for all physician positions at BHD.  Supervisor DeBruin also requested that policy considerations be reflected in the report requested by Supervisor Borkowski. 

This study requires considerable coordination, review and the research of a compensation professional.  Currently, the Human Resources Division is without the expertise to conduct the studies internally.  The Human Resources Division has been without a permanent compensation manager since December 2008.  In the 2011 Budget the County Board approved the abolishment of the Compensation Manager position and the creation of a Compensation Analyst.  The Division has submitted the necessary requisition to fill this position.

Next Steps

To this end, the Human Resources Division has enlisted the assistance of an outside compensation expert to conduct the research necessary to provide a quality report for the Committee’s review.  DHR, over the past several weeks, has worked with the BHD to provide the consultant with the necessary data for a proposal.  It is our expectation that the above report may be available as early as the April committee cycle.
