A resolution calling upon the State of Wisconsin to amend Chapter 961 of the Wisconsin Statutes relating to drug paraphernalia, to allow individuals to possess test kits which may test for the presence of fentanyl, to prevent accidental overdoses and mitigate deaths and the opioid crisis; and assist and protect frontline law enforcement officers and emergency medical technicians (EMTs)
